How has nobody else run into a major, major need for the ability to easily make a Form Item, Form Item Block, Page, or even entire Site be read-only? It comes up in virtually every system that has more than one role in it.

That is true. I have needed it several times and every single time it has been done manually.
I haven’t run into it recently, but I do believe it’s important. And it’s probably fairly straightforward to implement in a generic way.
